He obtained his PHD in Law (Specializing in Malaysia Land Laws) from University of Kent, Canterbury, UK, in 1989. He is a former Secretary General Ministry of Land & Co-operative Development. He was a Professor of Land Law & Administration at University Technology Malaysia from 2003 to 2005. He is currently served as Adjunet Professor in University Putra Malaysia. Datuk Nik Mohd Zain obtained his PHD in Law (Specializing in Malaysia Land Laws) from University of Kent, Canterbury, UK, in 1989. 


With nearly 50 years of extensive experience and expertise on Land and Property matters under his belt, he is well-respected in the industry.

 

From 1962 to 1972, he served as Assistant Director of Land Settlemenet Scheme in Kelantan, and three years later he was promoted to Director of the Perlis  and Kelantan Land Settlement Scheme.

 In 1988, he was transferred to the position of Deputy Director General of Land and Mines, Malaysia. Three years later, he was promoted to the position of Deputy Secretary General of theMinistry of Land and Cooperative Development, Malaysia.

 In 1992, he was appointed Director General of the Lands and Mines department. He also served as a member of the Malaysia Federal Lands Commissioner of Malaysia and the Land Executive Committee of the Labuan Federal Territory.

 In 1995, he was promoted to the Secretary General of the Ministry of Land and Cooperation Development, Malaysia.

 He also served as Chairman of the Malaysia-lndonesia-Thailand land Boundary Committee to defend national land sovereignty.

In that year, he handled two land disputes. He led Malaysia fight with Indonesia for the sovereignty of Sipadan and Ligitan Island. As a result, we won the sovereignty of the two islands in an international court.



He is also the Secretary of the National Land Council and a director of the FELDA (Federal Land Development Authority) Group of Companies in Malaysia.

 

In 2002, Dat uk Nik Mohd Zain has held various positions over the years in the public and private sectors. For instance, he was also a director of six companies, and he was appointed as the chairman of Yayasan Peneroka Negara.

Based on his extensive experience, he is still an adjunct professor at the University Putra Malaysia from 2006, and he was a professor at the University Technology Malaysia from 2003 to 2005,

 Datuk Nik Mohd Zain is a veritable city pioneer who was appointed as a board member of Development Kuala Lumpur International Airport, board member of Development Putrajaya , board member of Development Cyberjaya and board member of Development Kuala Lumpur Central.

He was also a behind-the-scenes hero of the new town of Sentul Raya Boulevard, Kuala Lumpur. He was responsible for the privatization of the land and the development of KTMB.

Today, The Boulevard become a busy commercial centre. In 2016, YTL Land, which owned 100% in Sentul Raya.

Datuk Nik Mohd Zain was also involved in privatization of Bukit Bintang Girls School, as well as alienated 16 acres the land of Petaling Jaya and 20 acres the land of Johor Bahru.

 He is also highly experienced in land matters such as acquisition, sub-division, and amalgamation of land, conversion of Malay reserve land, squatter settlement and low cost settlement.
